Job Description

Position Overview:

To meet the needs of our growing international business, Horizon Group USA is seeking a new Customs Compliance Specialist. The Custom Compliance Specialist will be a part of our Corporate Logistics team and has extensive knowledge of Harmonized Tariff Schedules (HTS) codes. This position is responsible for classification of arts and crafts products under the HTS schedules. This individual will ensure the company maintains import compliance with all laws and regulations.

Responsibilities:

  • Perform classification functions including maintenance of applicable databases by reviewing product bill of materials and samples of craft components and activity kits to classify under the US & Canada, LATAM, EUR and Asian schedules.
  • Research & verify duty rates and classifications for products.
  • Apply for binding rulings and verbal rulings from Customs, as required for subjective products.
  • Communicate with customs brokers on any documentation or classification issues to insure the proper and timely filing of customs entries.
  • Manage Duty Drawback programs related to US imports and exports.
  • Respond to all Customs notices (requests for information, rate advances, detention notices, etc.). Insure required documentation and samples are issued in advance of deadline dates.
  • Coordinate production records and required import documentation with overseas vendors to comply with any customs investigation for country of origin verifications.
  • Provide instructions to overseas offices/agents for dealings with foreign trade department concerning classification and/or documentation issues, trade developments established by government agencies and related compliance measures.
  • Prepare and issue corporate trade compliance policies and procedures and trade updates as required.
  • Research trade websites to stay abreast of trade developments and negotiations.
  • Communicate updates to production and logistics departments as required.
  • Responsible for the auditing of import files and maintenance of vendor customs compliance schedule.
  • Prepare duty protests and voluntary tenders to issue customs to correct any discrepancies on customs entries.
  • Maintain the Duty Protest and Voluntary Tender schedules.
  • Work closely with global offices for duty related support.
  • Responsible for documentation requirements in accordance with FDA, TSCA and any other government agencies relating to our product lines.
  • Respond to all customs audits and trade compliance verification programs issued by Customs.
  • Conduct audits of import files to review compliance of import documentation, validate the correct declared value correlating with payment advice to vendor and verify the proper tariff classifications on customs entries.
  • Conduct periodic internal reviews or audits to ensure that compliance procedures are followed.
  • Ability work with internal stakeholders to minimize any adverse impact from US tariff law changes.

Skills and Qualifying Experience:

  • Requires extensive knowledge of product classification and tariff schedules (HTS code knowledge is required).
  • Requires knowledge of Customs laws and regulations to assure timely and accurate import/export record keeping impacting all duty payments, preferably with a retailer with global presence.
  • 5+ years import and/or brokerage-related experience in a fast-paced international transportation environment – essential.
  • US Licensed Customs Broker is an advantage.
  • BS/BA Degree in Supply Chain, Logistics, Operations Management or International Trade – preferred.
  • Effective interpersonal communication skills required (oral and written) with ability to relate with multiple internal (i.e. Buying Office, Finance, Product Development, etc.) and external (i.e. brokers, US and/or Canadian government agencies, etc.) stakeholders.
  • Strong analytical and PC skills required, with an emphasis on Microsoft Office products (i.e. Excel, Access, Word, PowerPoint, etc.).
  • Detail-oriented, able to multi-task on competing priorities, and possess a sense of urgency to consistently complete assignments on-time.
