Job Description

General Purpose

Under general supervision of the Collection System Manager, performs intermediate operations and maintenance of the City’s pump stations and combined, sewer and stormwater collection systems including sewer mains, manholes and catch basins and stormwater treatment systems.

Essential Job Functions

  • Completes daily work schedule as directed by Senior Collection System Operator including preparation of required equipment including but not limited to hoses, pipes, tools, materials and traffic control supplies necessary to safely complete the tasks according to schedule.
  • Performs preventive maintenance on the collection system including restoring pipe capacity by removing debris, sand, and grease from the sewer, combined and stormwater systems, manholes and catch basins.
  • Performs preventative maintenance on stormwater treatment practices including but not limited to: pervious pavement systems, infiltration systems, sedimentation and storage tanks.
  • Performs corrective maintenance on the collection system including removing sewer main blockages that are impeding service.
  • As required by other Public Works teams, performs hydro-excavation.
  • Safely operates sewer cleaning, hauling and inspection equipment such as but not limited to: high velocity cleaner and vacuum truck, sewage tanker truck and closed circuit television monitoring equipment.
  • Perform collection system pipe inspections using roving camera, pole camera and push camera. Reviews collections system inspection data to assign condition ratings to collection system infrastructure.
  • Keeps records of sewer and storm line, catch basins and manhole cleanings and condition assessments using Computerized Maintenance Management System (CMMS) and communicate existing problems within the collection system infrastructure to the Senior Collection Systems Operator and Collection Systems Maintenance Manager.
  • Conducts daily inspections of sewer pump stations and performs routine preventative maintenance and repairs to wastewater pump stations and equipment and records data in the CMMS; communicates problems with the pump station systems to the Senior Collection System Operator and the Collection Systems Maintenance Manager.
  • May undertake minor carpentry, plumbing, cement work and electrical work as needed for collections system needs.
  • Maintains a variety of collection system equipment in good working order, including cleaning, greasing and inspecting of equipment, Assists with general plant maintenance work, such as sweeping, cleaning, sanding, painting, and grounds maintenance as secondary duty.
  • Participate in all required safety training and maintain required current certification and carry out duties in a safe manner.
  • Performs reactive maintenance such as service calls related to blockages in the sewer mains and pump station alarms.
  • Performs remediation of sewer spills to the ground surface or to the stormwater collections system.
  • Inspects and performs maintenance on the combined sewer diversion manholes and CSO manholes in the collection system including flow monitoring and alarm systems.
  • Interacts and communicates with members of the general public.
  • Assist with training new Collection systems operators.
  • Responds to emergency or after hour calls as needed.
  • Will be required to be on call and able to participate in standby rotations when necessary as assigned including nights, weekends and holidays.
  • Performs snow removal as required for the DPW-Street Maintenance Division.
  • May be required to work unusual shifts as needed.
  • May be required to work under adverse conditions.

Qualifications/Basic Job Requirements

  • High School Diploma or equivalent required.
  • 1 year of experience in collection system maintenance required.
  • Commercial Driver’s License Class B with tanker endorsement is required.
  • NEWEA Grade 1 Collection Systems Certification passing grade is required.
  • Ability to pass higher grade Collection Systems Certification up to Grade 2 preferred.
  • Completion of OSHA 10 required.
  • Able to demonstrate proficiency and knowledge of the operation and routine maintenance of the sewer vactors, tanker truck and pervious pavement vacuum required.
  • Able to demonstrate proficiency and knowledge of the practices and techniques relating to the routine maintenance of the wastewater and stormwater gravity collection system required.
  • Able to demonstrate proficiency and knowledge of the operation and routine maintenance of sewer pump stations required.
  • Able to demonstrate proficiency in reading blueprints, using GIS maps and CMMS systems required.
  • Ability to obtain Pipeline Assessment Certification Program (PACP) Certification within 18 months.
  • Demonstrated working knowledge of the internal works of plumbing and fixtures in residential and commercial properties preferred.
  • Thorough knowledge of the safety standards, practices, and procedures relating to the operation of the sewer vactor truck and the maintenance of the wastewater and stormwater collection system.
  • Must be able to operate various hand held tools, including but not limited to: jack hammer, pick and shovel.
  • Demonstrated ability to perform physical aspects of position including ability to climb ladders in and out of manholes, wet/dry pump stations and trench excavations.
  • Able to work independently or within group as needed.
  • Ability to develop and implement traffic control plans.
  • Ability to work in confined spaces required.
  • Ability to work in all weather conditions required.
  • Ability to safely operate snow plows and other snow removal equipment as required during and after snowstorms.
  • Work on nights, holidays and weekends may be required.
  • Must be a flexible team player that takes direction well, is safety conscious, customer-oriented, and willing and able to learn to operate all equipment and perform all tasks as assigned.
